What is citiSENSE and how does it help citizens?

citiSENSE is an interactive civic collaboration platform that fosters citizen engagement with city administrators.

citiSENSE provides transparent reported issue tracking, location-based issue feeds, and collaborative resolution verification where citizens help verify that work on the ground is completed properly.

How does citiSENSE foster collaboration and two-way gamification?

citiSENSE creates a shared, accountable ecosystem for both the community and local government:

  • Democratic Issue Prioritization: When multiple citizens report or upvote the same issue, its severity dynamically increases, signaling urgent community distress so city officials can prioritize high-impact issues.
  • Empowering Citizen Participation: Citizens take an active role in neighborhood and city upkeep through transparent issue logging and physical resolution verification.
  • Two-Way Gamification Engine:
    • For Citizens: Earn points, level up, and climb ward & city leaderboards for reporting, upvoting, and verifying issues.
    • For City Agencies & Engineers: Ranked on turnaround speed, resolution quality, and SLA compliance, motivating teams to improve public service delivery and raise their ward's standing.
How do I register and log in?

citiSENSE uses simple, passwordless authentication:

  1. Registration: Enter your Full Name and Phone number. Your City and Ward are autodetected based on your location, but can be changed if needed.

If your city doesn't display an option to choose a ward, citiSense currently does not have ward boundaries. However, you can still report issues in your area and city. Ward level rankings will not be available in this case.

If your city is not listed, you can choose 'Other' and enter the name of the city. In this case too, citiSense will not have ward boundaries for your city.

  2. Login: Enter your registered Phone number and enter the verification OTP code sent to your phone to log in.
Important: Setting your home location — you can set your home location on the map under the 'Edit profile' option. This helps in sending relevant updates on issues around this location. If this location is not set, the centre of the ward will be used. Where ward boundaries are not available, the centre of the city will be used.
How do I save citiSense as an app on my home screen?

Saving citiSense to your phone's home screen installs it as an app, making it readily accessible right from your home screen just like a native mobile app without requiring an app store download. It provides a fast, full-screen experience and offline capabilities.

It is recommended to use Google Chrome (especially on Android devices) for the best installation and performance experience.

  • Automatic 1-Tap Prompt: When you open citiSense, a popup asking "Save citiSense to your home screen?" will appear. Simply tap "Install" or "Add".
  • On Android (Google Chrome — Recommended):
    1. Open citiSense in Google Chrome.
    2. Tap the Chrome menu ( three dots in the top right corner).
    3. Tap "Install app" or "Add to Home screen" (or "Install and create shortcut").
    4. Tap "Install" to confirm.
  • On iPhone / iPad (Safari):
    1. Open citiSense in Safari.
    2. Tap the Share button () at the bottom toolbar.
    3. Scroll down and tap "Add to Home Screen", then tap "Add" at the top right.

Once saved, you can launch citiSense directly from your phone's home screen anytime!

What happens if I change my phone number or email?

You can update your credentials anytime under My Profile ➔ Edit Profile.

The app will send an OTP verification code to confirm the new contact details. Once verified, your profile updates immediately while all your earned points, badges, reported issues, and activity history remain completely preserved.

What happens if I move to a different city?

If you relocate and update your registered City in your profile:

  • Your points will start fresh for that new city.
  • Your home feed, local map views, and ward notifications will dynamically adapt to your new city.
What happens if I change my ward within the same city?

If you change your Home Ward within the same city:

  • Your city points are fully retained and your overall city score will not change.
  • Your contributions will now contribute toward your new ward's leaderboard ranking.
How do I become a Citizen Volunteer?

You can choose "Volunteer" when creating your account, or toggle on "Volunteer Status" at any time under My Profile ➔ Edit Profile.

What is the difference between a Regular Citizen and a Citizen Volunteer?
  • Regular Citizen: Standard user account with full access to report issues, upvote community reports, share links, and verify resolutions while earning baseline points.
  • Citizen Volunteer: Dedicated neighborhood champions who commit to transparent civic participation (non-anonymous reporting), earn double points (2×) across all activities, and have exclusive authorization to download full PDF issue reports for documentation and civic advocacy.
What perks and points do Citizen Volunteers receive?
Double Points (2x): Registered Volunteers receive twice the points for every issue they report, upvote, or verify upon closure!
Download Issue Dossier (PDF): Registered Volunteers can download a complete, verified PDF report of any issue directly from the Issue Details screen — containing mapped GPS coordinates, photo/video evidence snapshots, and citizen comments for civic follow-up and advocacy.

Volunteers also receive a distinctive green Volunteer badge on their public profile and issue feed contributions, highlighting their active neighborhood stewardship.

How do Citizen Volunteers download an issue report as a PDF?

When logged in as a Citizen Volunteer, open any issue from the Home Feed or Map to view its Issue Details page. You will see a PDF icon on the top-right header.

Tapping this button automatically compiles and downloads a comprehensive A4 dossier including issue reference ID, priority score, active age, responsible agency, geotagged Leaflet map location, media gallery (photos and first frame of video attachments), and citizen comments.

How do I capture photo or video evidence?

Open the Report tab to launch the live camera:

  • Photo: Tap the round shutter button to take a crisp photo.
  • Video: Hold the shutter button to record a video clip (up to 15 seconds).
  • Gallery Upload: Tap the gallery icon to pick a pre-existing photo or video from your device storage.
What happens when multiple citizens report the same issue?

citiSENSE automatically detects and merges duplicate reports into a single unified issue. Each duplicate report and citizen upvote dynamically increases the issue's severity score, escalating its priority on the municipal engineer's task list.

How can I use the Share feature to get neighbors involved?

Tap the Share button on any issue card to share a direct link with neighbors on WhatsApp, SMS, or social media.

Rallying neighbors to upvote or report the issue increases its severity and accelerates municipal response!

What if I've submitted an issue incorrectly?

Don't worry if you made a mistake when submitting an issue — the platform provides both automated safety checks and manual self-correction tools:

  • AI Moderation & Human Review: Automated AI content moderation screens all incoming reports for inconsistencies between uploaded photo/video evidence and the selected issue category. Any flagged discrepancies are swiftly reviewed by a citiSense moderator, who will approve or disapprove the issue within a few minutes.
  • Self-Correction via Issue Details: If the issue has already been approved and is still incorrect in either the issue type or location, you can navigate to the Issue Details card and select either Edit or Delete:
    • Edit: Modify the issue category, sub-issue type, description, or reposition the location pin on the map.
    • Delete: Remove the issue entirely if it was filed erroneously.
Edit & Delete Conditions: The Edit and Delete options are available for a limited time and under specific conditions:
  • Original Reporter: Only the citizen who submitted the issue can edit or delete it.
  • 3-Day Window: The issue must be within 3 days of its original submission date.
  • Issue Status: The issue must still be in Open or Unassigned status. Once a municipal agency assigns an engineer, schedules a field visit, or starts work, editing and deletion are locked.
  • No Resolutions: The issue must not be partially resolved or closed.
What are the Do's and Don'ts of reporting?
DO's
  • Take clear, well-lit photos showing the defect and surroundings.
  • Pick the exact category and sub-issue from the list.
  • Verify the GPS map pin matches the defect location.
  • Add helpful landmarks in the description.
DON'Ts
  • Don't upload blurry, dark, or non-civic photos.
  • Don't submit private residential disputes.
  • Don't upload abusive, offensive, or sensitive media.
  • Don't create duplicate reports if an issue is already open—upvote instead!
How does the AI-based screener and moderation work?

Every submission is screened instantly by an AI-based screener:

  • Content Safety: Checks that the photo or video contains no inappropriate, violent, or sensitive material.
  • Category Alignment: Verifies that the image matches the selected category (e.g. verifying a photo filed under "Potholes" actually shows road damage).
  • Moderation Queue: Safe, matching reports are approved immediately. If content is flagged or mismatched, it is placed in a moderation queue for quick manual review by citiSense support.
What are the two types of agency workflows in citiSENSE?

citiSENSE supports two operational agency workflows depending on how the city or category is managed:

Type A: Standard Tracking Agencies (Citizen-Resolved / Community-Managed)

  • Workflow: Used for civic categories or areas where issues are tracked and resolved directly through community collaboration without internal municipal field dispatch.
  • Eligibility to Resolve: Only eligible citizens can resolve an issue — specifically, the original issue reporter (from any location) or an upvoter registered in the same ward where the issue is located. Citizens who upvoted from outside wards or non-contributors are not eligible.
  • Resolution Quorum: A minimum of 3 eligible citizens (e.g., 1 reporter + 2 upvoters, 2 reporters + 1 upvoter, or 3 reporters) is required before the resolution action unlocks.
  • Primary Resolver with Media Proof: One of the eligible citizens must physically resolve the problem on the ground and upload a 'Completion' picture or video proof. This earns them primary resolution points based on the severity of the issue, with bonus points for citizen volunteers.
  • Subsequent Verifiers: Subsequent eligible citizens only need to inspect the fix and confirm resolution without uploading media. They also earn verification points based on issue severity (with bonus points for volunteers), though not as much as the primary verifier uploading completion media.
  • Ticket Closure: Once the required verification threshold is reached, the ticket transitions to Closed. (Note: If the original reporter self-resolves first, points are credited once an independent second citizen verifies).

Type B: Full Task-Assignment Agencies (Municipal Responders)

  • Workflow: Used when subscribing civic agencies dispatch municipal field crews and engineers through live operational stages:
    • Open / Unassigned — Reported and verified by AI.
    • Assigned — Routed to the ward's designated field engineer.
    • Field Visit Scheduled / Work Order Issued / In Progress — Physical repair underway.
    • Completed — The civic agency staff (field engineer) uploads a mandatory completion photo or video as proof of work.
    • Closed — Verified and closed by local neighborhood citizens.
  • Citizen Verification (No Photo/Video Required): Because civic agency staff upload the completion media proof, citizens do not need to upload an image or video. Eligible citizens simply visit the site, inspect the repair, and tap Resolve / Verify to confirm completion.
  • Eligibility to Verify: The original reporter and upvoters registered in the same ward are eligible to verify the completed work.
  • Minimum Verifier Threshold: The number of verifiers is set to 3 at a minimum by default, but this can be increased by each civic agency in their tenant settings (citizen_closure_threshold ≥ 3).
  • Points: Verifying citizens receive verification points based on issue severity (with bonus points for volunteers) and unlock their ticket closure bonus on earlier reports and upvotes.
How do I earn citizen points and rise on the leaderboard?

You earn points for active contributions based on the issue's severity and lifecycle stage:

  • Reporting an Issue: Earns points based on severity of the issue while open; automatically boosted upon verified ticket closure.
  • Upvoting an Issue: Earns points based on severity of the issue while open; automatically boosted upon verified ticket closure.
  • Primary Resolving: Earns higher resolution points for physically resolving an issue and uploading completion photo/video evidence.
  • Verifying a Resolution: Earns points for inspecting and confirming resolution on site.
  • Citizen Volunteers: Earn bonus points across all reporting, upvoting, and resolution activities!
How do the Ward and City citizen rankings in the My Summary tab work?

In the My Summary tab, citizens can track their individual civic standing using the City Ranking and Ward Ranking leaderboards:

  • City Leaderboard (City Ranking): Evaluates your cumulative civic contributions across the entire city. All points earned from reporting issues, upvoting neighborhood concerns, and verifying issue resolutions anywhere across your city count toward your city score, ranking you against all active citizens city-wide.
  • Ward Leaderboard (Ward Ranking): Evaluates contributions made strictly within your designated home ward. Only points and activities (reports, upvotes, and resolution confirmations) tied to civic issues located within your ward boundaries are included. You are ranked exclusively against fellow citizens who belong to your ward.
Ward Boundary Availability: The Ward level leaderboard is available only for cities where ward boundaries are configured and available on the platform (e.g., Bangalore, Mysore, Hubli-Dharwad, Chennai, Coimbatore, Madurai, Kolkata, Mumbai, Thane, Pune, Navi Mumbai, Hyderabad, Visakhapatnam, etc. — citiSENSE is actively working to increase the number of cities with ward boundaries in the platform). In cities where ward boundaries are not yet available, the Ward Ranking option is disabled and citizen rankings default to the City-wide leaderboard.
How are Ward and City-wide performance scores in the City Summary tab calculated?

Important: Ward scores and city rankings are not based on citizen points. Rather, they are calculated based on the age and severity of open vs. closed issues in that jurisdiction:

  • Open issues result in negative scores: Open issues penalize the ward, with the penalty growing larger the longer an issue remains unresolved.
  • Closed issues result in positive points: Resolving issues awards positive points to the ward, with more severe issues yielding higher positive scores upon fast closure.
  • Resolution Speed: A ward that closes more issues quickly will achieve significantly higher scores than wards that close issues slowly.
